Závon Billups, J.D., is an Associate at Curtis Strategy, specializing in the intersection of law, public service, and education. He most recently served as the Executive Director of the Massachusetts Black and Latino Legislative Caucus. In this role, Závon led a 26-member bipartisan body, advancing key policy priorities and coordinating complex initiatives across state agencies and community stakeholders.

A former educator, Závon developed a nationally recognized civics curriculum cited by organizations such as RAND. This background in instructional design, coupled with his legal expertise, allows him to deliver results-driven solutions tailored to the unique needs of nonprofit missions. Závon is a Public Service Scholar graduate of Boston College Law School and holds a B.A. from Fairfield University. He is committed to "meeting clients where they are" to ensure durable, long-term impact.
